@Santhosh, did you read any of the answers or comments on this page? For example https://www.mathworks.com/matlabcentral/answers/70962-how-do-i-can-delete-my-account#comment_226679
If you're not going to read them, then why not?

To delete your MathWorks Account or correct/update information associated with your MathWorks Account, please contact MathWorks Customer Service using the Contact Us link in the upper-right corner of this page.
From the Contact Us page you can call Customer Service for your country/region or fill in the online form. The form that you fill in to create a general Customer Service request does ask for your license number, but that field does not appear to be required information.

A couple of times in this thread and other threads, the information is to contact MathWorks Customer Support to delete a MathWorks Account or correct a MathWorks Account (=="messed up registration"). This is still true.
On the other hand, I wonder why you say you have no license? If you are a MATLAB user, the you have a license. You find it by submitting the command "license" in MATLAB.

Is it even legal to be unable to easily delete one's web account? I don't think so.
On checking in, nothing was announcing it would be a pain in the a** to cancel.

"Is it even legal to be unable to easily delete one's web account? I don't think so."
You would need to check with a lawyer on that matter. I find some hints that you might be in France, so you might possibly have a case under the EU Right To Be Forgotten.
However, as the current version of that law deals with ability to be found by search engines, you can easily change your searchability yourself. Visit https://www.mathworks.com/mwaccount/ and from there click on Community Profile. From there click on Update Your Profile. From there you can edit your MATLAB Central nickname. If you choose DB Cooper, it is highly unlikely that anyone would ever find you.

Please contact Customer Support. Most of the people who answer questions here are from outside Mathworks.
As best I recall from the online documentation, 30 days is the normal limit for returns.
