There are no free versions of MATLAB.
(The closest to a free version of MATLAB is that you just might be able to find someone giving away a copy of the Wiley book that included a fairly early version of MATLAB that ran on Windows 3.)

towards the upper left, in the "select release" area, select R2018a.
If you can only select R2024b in that area, then your account is possibly not associated with any MATLAB license. There are no free MATLAB releases; you need to be associated with a MATLAB license R2018a or later in order to download R2018a.
If you can only select releases older than R2018a in that aread, then your account is not associlated with R2018a or later.
One possibility is that your account might be associated with an institutional license, and the institution might have restricted downloads. In such a case you need to contact the institution to download older versions on your behalf.
