The word "mate" has many different meanings, and I'm not certain which one you intend here. Can you clarify what specifically you're trying to find?

Is it possible that it is MATLAB Simulink Analysis and Transformation Environment https://www.researchgate.net/publication/221024788_MATE_-_A_Model_Analysis_and_Transformation_Environment_for_MATLAB_Simulink
Or Model Advisor Transformation Extension http://citeseerx.ist.psu.edu/viewdoc/download?doi=10.1.1.88.9517&rep=rep1&type=pdf

Google didn't find any hits for "MATLAB Analysis Tools Environment" (with the quotes) and found way too many hits (about 27.6 million) without the quotes. Is this some tool that your college / university or your company has written and/or installed? If so you're going to need to ask whoever at your college / university / company wrote this tool, downloaded and installed it from somewhere, or just maintains it.
