You cannot use a student license for that purpose. Student licenses must be installed only on equipment that is owned (or leased) by the student, under control of the student, but in your high security location that is obviously not going to be permitted.
Under narrow circumstances, an Academic license just might be possible for the situation, but probably not.
I think you will likely need a commercial license.
