No, Matlab 2016b does not run under Windows7/32. The latest 32 bit version of Matlab was 2015b.

The system requirements for previous releases on the System Requirements page lists release R2017a as the last release supporting Windows 8, though support for Windows 8.1 continued until release R2018a. The first release supporting Windows 8 was release R2012a.

If you are enrolled at a college or university that provides its students with access through a campus-wide license, check your eligibility using that page. That would be a free (to you), or rather paid for by your tuition, license. If you do have that access and need help installing that license, please contact your educational institution's IT department or whoever manages your software licenses.

But there is no 32-bit version available for 32-bit Windows for any release after release R2015b.
