not a valid Win32 application error when install MCR 9.2 on Windows 7 64bit

After downloading installer from https://www.mathworks.com/products/compiler/mcr.html, when i double click on setup, I got the error:
MCR_R2017a_win64_installer.exe is not a valid Win32 application.
My system is Windows 7 64bit,how can I troubleshot the problem and fix to make the runtime work?

Are you certain your system is 64 bit windows?
