This sounds like homework... MATLAB Answers is not designed for others to do homework assignments.

If your goal is still "perfect" raptor codes on "any channel" then that is not theoretically possible.

If it is for homework or a school assignment generally people here will be willing to HELP you if you show what you've done and ask a SPECIFIC question.
If it is not for homework or a school assignment, contact MathWorks Consulting Services to discuss whether or not they can implement that paper within both your time and your financial budgets.
