Hi is this bug fixed yet? I received a warning from Matlab not to install Sierra once it was issued in September 2016. The license I have is for Matlab R2015, is it safe to install Sierra yet?

Yes, please look at the link Geoff Hayes provided, as there is a patch linked there for R2014a to R2016a, and a different patch for R2016b; also new installations of R2016b will download the patched version.
The issue had to do with regional preferences and language selection.
