R2020b install support packages on computer with no internet access

This answer from the MathWorks team doesn't seem to work in R2020b. Any ideas on how to install support packages on computers with no internet access?

The instructions there say to use

hwconnectinstaller.launchInstaller

The hwconnectinstaller package definitely still exists, but I am not able to find any launchInstaller or anything similar. The three places I find references to launchInstaller are all in error message resources, and likely reflect resources that have not been updated yet.

I find a utility to close an existing UI, but I do not see any utility to start a UI.

Yes I should have mentioned that I am able to use help hwconnectinstaller and it returns some information about what is in the package, but I did not see launchInstaller either.
