To start with, see: System Requirements for the release you want to use.
There was a recent discussion on this in Intel vs AMD for a new build in 2025, so I suggest that you read that thread.
Beyond that, my choice (by no means unbiased, since I have had AMD computers beginning with the Athlon series) is a high-end AMD Ryzen CPU. (I have one in my newest laptop, and a AMD Ryzen Threadripper PRO 7955WX in the HP machine I have on order). The more RAM the better, I have 64GB in that machine and my new laptop, and I can double that the way I have it configured. If you want to use the Parallel Computing Toolbox, you will need to specify a NVIDIA videocard, a AMD card will work equally well if you don’t want to do parallel processing. My newest laptop and my tower computer both come with Ubuntu.

Parallel Computing Toolbox needs NVIDIA for GPU work, but is able to handle parfor and smpd and similar CPU multiprocessing with any graphics card.
