To get the exact plot for the above graph, you may have to provide more information about the graph, like the equations for the radiation resistance, input resistance and directivity or the data points.

The contribution by @Oguz Kaan Hancioglu shows you what you need to do in order to get different y axes on each side, and thus appears to be a correct answer. If you do not believe the answer is correct, you should comment clarifying what you were looking for, instead of trying to delete the question.

You can use yyaxis to create these ype of figure.
x = linspace(0,10);
y = sin(3*x);
yyaxis left
plot(x,y)
z = sin(3*x).*exp(0.5*x);
yyaxis right
plot(x,z)
ylim([-150 150])
