The public forum is not the right location to offer jobs.
Speaking for myself:
It is not uncommon for users here to ask for (sometimes demand) that extended efforts are to be taken, free and fast, without seeming to understand that the extended efforts would be real work. WIth that history in mind, I am pleased to see a user understand that what they are asking for is beyond what it is reasonable to expect people to give for free, and do not mind seeing such posts.
Asking for tutoring and explanation is different than the students looking to pay to have homework done on their behalf: those buy-an-assignment posts frustrate me a lot.

@Walter Roberson: I do see your point. From the Community Guide Lines:
Offer payment for answers or code, or request payment before providing a solution. This goes against section 2.iv in our terms of use.
Terms of use 2.IV: Content that you submit must be offered free of charge. You may not use the Site to sell or market your products or services to others.
I've seen serious troubles with job offers in another forum. "A: Who will solve this for me?", "B: I'll do it for 100€", "C: I'll do it for 95€", "B: 90€" and so on. It ended in a flame war.
Maybe the question could be interpreted as:
Where can I offer a job for Matlab consulting?
