Interprediction Re-Construction of Image in a video frame

To perform the Inter prediction reconstruction to get the image of a video frame

This Function INTER_RECONS preforms the Inter Prediction/ReConstruction, also known as Temporal Predictiion, in image "im_new"'s current block, (i,j)of size N. It adds the motion vector the the image and reconstructs the new image.
I and J are pixel numbers, N is the block size
This function is used for H.264 video format encoding and decoding
Example:
rim_inter=inter_recons(imag_old,motion,pred_err,1,1,8)
