Fuel cost would fluctuate many times per day if you are paying on the open market, but the cost fluctuations might be quarterly or longer if you have a longer term capitalized project (e.g., hydro) for which the costs are determined largely by interest rates.

why has it taken all c(i) = 0? i need to calculate cost..are dese incremental cost functions?

I do not know why all the costs are 0. The same data is at http://een.iust.ac.ir/profs/jadid/SCPM.pdf
