How to vectorize extraction of relevant sections from multidimensional matrix?

The purpose of the attached code is to interpolate a function over multiple nodes and assign weights to the interpolated values. As you can see I am using many for loops. I have used reshape and repmat methods for other sections of my script but I am stuck in the lines that I am attaching to this question. I would appreciate if you can provide me some guidance to vectorize this. If the code is messy or the description is not clear please let me know. Thank you.

age_max = [15 1 1];
