Sorry, no. That is not in MATLAB notation. It is not even in any standard mathematics notation I am familiar with. Please review the source you found the equation in, and if that does not describe the notation sufficiently, please consult references for the field of work that the source has to do with.

If I were to speculate, I would say that it would help to read the Wikipedia entry about "norm"
