How to convert lidar data in .bin format to .pcd or .pcap ?

I have downloaded a dataset named PREVENTION DATASET, it has lidar data which has .bin as extension.
Is there any way to visualise .bin format lidar data in MATLAB ?
If not how to convert lidar data in .bin format to .pcd or .pcap ?
