What is the logic behind timedelaynet?

Hi, I am working with Matlab Neural Network toolbox. I wonder what advantages tap delay that associated with input weights in timedelaynet. And what is the logic behind the timedelaynet? Can I use timedelaynet for a differential equation with uncertain initial values? I would be glad if you could help me to understand that concept or if you suggest to me any Academic paper about timedelaynet algorithm.
