Error 337 while trying to Activate License through Internet Connection

Tried a month ago to activate MATLAB 2019b and recieved Error 337 while attempting to automatically activate my license through the internet. I am now trying to activate the license again and I am recieving the same error stating there is an issue with MathWorks systems and that is why the request is unable to be processed. It states to try again later.

I then activated MATLAB 2019b by downloading a license file. This was reported as successful but when I then go to start MATLAB 2019b, I am prompted to activate MATLAB again.
