A lot of people use the newest free Microsoft compiler that is compatible with their MATLAB version. In the case of R2009b, that would be Microsoft Visual Studio Express 2008.
Get your vcssetup.exe for VS C++ 2008 SP1 at https://www.microsoft.com/en-us/download/details.aspx%3Fdisplaylang%3Den%26id%3D14597

Note: I do not seem to find any lapawrapmw on the 'net. Where did you get it? Is it possible that you have written the wrong name? Library names usually start with "lib" not "lap"
I do find a libwrap which is a TCP wrapper, but I suspect that might not be what you are using.
