is this the same as writing
1 (x covers this domain)?
OR
0<(x covers this domain)?

I do not understand what your notation about (x covers this domain) means. However I can point out that 1:0.1:200 does not include any value less than 1; in particular it does not include any value 0 <= x < 1, especially not 0, 0.1, 0.2, 0.3, 0.4, 0.5, 0.6, 0.7, 0.8, or 0.9
