Stiff Delay Differential Equations

Can we use dde23 solver to find solution of Stiff Delay Differential Equations?
I read somewhere that dde23 is for soving nonstiff equations but this is not written in MATLAB's help page.Now I am confused whether we can use dde23 solever for solving nonstiff equations.

In the following link its not mentioned that dde23 is designed for nonstiff systems.

Algorithms
dde23 tracks discontinuities and integrates with the explicit Runge-Kutta (2,3) pair and interpolant of ode23. It uses iteration to take steps longer than the lags.
Ok, the information is hidden in the word "explicit".
