How to detect a stalled object in a video?

I am working on an online multiple object detection and tracking problem. I want to detect the objects which are moving previously and stopped now. And i need to assign a unique for each detected object in the video. Lets consider if a person has moved some distance and now he sat at one position for some time. Now I need to detect that person.

The example layed out here is very inforative and will take care of all your problems. You can play with different parameters such as delete lost tracks to make sure you dont loose someone if they become stationary.
