Question about initial movement of inverted pendulum

I want to know why inverted pendulum moves opposite direction when it departure. In reference graph - red circle, it shows this phenomenon. in this site, https://kr.mathworks.com/help/control/examples/control-of-an-inverted-pendulum-on-a-cart.html At end of page, pendulum flash also move opposite direction in a moment.

Maybe the force is not being applied in the gravity center. So a momentum will be generate, rotating the body. Some parts of the body will moves back at the initial seconds /miliseconds
