convenient way to read and store values in xml file

I have a data file (attached file) whose format is xml (I changed its format to txt for attaching). I need to extract numeric values of particular lines. This file includes numeric data of each satellite. I need to extract these values as following;

%values for SVID>01
aSqRoot=0.0253906;
ecc=7.62939e-05,
deltai=0.00683594;
.
.
wna=2

% and same variables for other satellites (SVID) as well

How can I read and store all associated values belong to each satellite (SVID)?
