Can't access the MS Access driver (*.mdb, *.accdb)

Hello all,
I am not able to access the Microsoft Access Drive (*.mdb, *.accdb) when using the ODBC Data Source Administratror (32-bit). I am able to access the Microsoft Access Drive (*.mdb, *.accdb) when using the ODBC Data Source Administratror (.64-bit), but need the ODBC Data Source Administratror (32-bit) to make the direct connection to MS Access (2016) with the mapping software program I am using, which is called ArcMap.
My computer has a 64 bit Windows 10 operating system and x64-based processor.
I've tried the previous mentioned solutions, such as:
1. Navigate to "C:\Windows\SysWOW64"
2. Find "odbcad32.exe", right click on it and do "Run As Administrator"
3. Then continue following the steps listed in the Database Toolbox Guide.
I also tried the same process but with this path: "C:\Windows\System32\odbcad32.exe" and I still couldn't see the (*.mdb, *.accdb) when using the ODBC Data Source Administratror (32-bit).
I also tried installing the Access Database Engine 2010 (64-bit version) and I still was not able to see the Microsoft Access Drive (*.mdb, *.accdb) in the ODBC Data Source Administratror (32-bit).
Does anybody have any other solutions for this problem. Any advice would be greatly appreciated. Thank you so much in advance!!

I have the same problem. Are you running R2017a? I was running R2016b on another PC and installing the Access Database Engine 2010 (64-bit version) worked, but not this time.
