Confused with on-demand MATLAB Distributed Computing server license and regular MDC server license

I am confused about how license pricing is done for MDC. Is the on-demand service same as the regular MDC server license? i.e do Mathworks always price for the number of operating hours (no of workers X working hours of each) or is the on-demand service a separate entity altogether? Does it need a cloud storage (and not a cluster)? I know that MDC server license price is fixed and depends only on the number of workers we are allowed to run in a cluster (and not working hours).
