I have a question about buying mac book air. Is this model of mac book air appropriate for matlab programming?
CPU: ci5 1.6-2.7 GHz Cache: 4Mb RAM: 4GB DDR3

Yes, why not? If the CPU and RAM is sufficient for what you consider smooth working depends on the task you want to do, of which you have told us nothing. Personally, I would prefer a Mac Pro and more RAM.
