Configure Multiuser Systems by hardening MATLAB

I recently recognized following issue:
We install MATLAB on poolsystems in our faculty via a self managed chocolatey package and complete installations via mpm to provided requested supportpackages.
This is a quite fresh setup and not all our coworkers, get on track with it. This resultet in a situation where a user with unpriviledge rights on the system logged into matlab with their account and tried to install a support package.
The installation failed and left the MATLAB installation in a state where the support package is not installed but some information are still baked into the system so a new installation of the support package fails also.
As default the support packages are installed in the path C:\ProgramData\Mathworks...
This brought the question up to me: How to disable the Add-on Manager and the possibility login in the instance at all?
