The reason it doesn't work is that you have used the fuzzy rules designed for tipping in restaurants in the US, based on service and food quality, for Dynamic Voltage Restoration (DVR). Instead, you should apply the fuzzy rules specifically for DVR. To design an effective set of fuzzy rules for DVR, you need to have a solid understanding of how DVR operates, preferably from a mathematical perspective.
Alternatively, you should at least be familiar with DVR behavior in terms of reasoning, for example, "IF the input is increasing/decreasing, THEN the output is <insert an adjective describing the way in which the output behaves>". Such adjectives in the premise (the "IF" side) and the conclusion (the "THEN" side) must be translatable into numerical values that are well understood, rather than being plucked out of the air.
