Error Running MATLAB R2023b from R2022b?

I tried to do update my Windows 7 Enterprise from MATLAB R2022b (was uninstalled) to R2023b (installation completed) and the update failed. Now I can't open MATLAB. What can I do? I get this error message:
Fatal Error on Startup
Dynamic exception type: class cppmicroservices:: SharedLibraryException
std::exception::what: Loading C:\Program Files\MATLAB\R2022b\bin\win64\spf\framework\agent\spf\framework\libmwagentspfframework.dll failed with error: The
specified procedure could not be found.
: state not recoverable: state not recoverable

Apparently there are still files from R2022b on your disk (or at least something is trying to load it, so the installation of R2023b did not successfully overwrite the reference).
How did you ensure the uninstall was complete?

I had message that installaton was complete. I did remove all files from orevious version. I used to have other version and I removed them all except the 2019b version. I kept this version because I have applications compiled using this version. Is it possible that this version is forcing the new version to load old ibrary?

Hi Ziad,
I understand that you are not able to open MATLAB on your system, after you updated from MATLAB R2022b to R2023b on Windows 7 Enterprise version.
A possible reason for the issue you are encountering is because MATLAB R2023b does not support Windows 7 operating system. The system requirements for Windows for MATLAB R2023b are documented here, please go through it:
Maybe you can try updating your operating system and then re-install MATLAB R2023b.
