How to plot state/country boundaries over a contour map?

Hello, I would like to display the state/country boundary lines on top of the attached contour map but I am not sure on how to do this. The coordinates for the northwestern corner is 49.5°N, -105.5°E; the southwestern corner: 36.15°N, -105.5°E; the northeastern corner: 49.5°N, -79°E; and the southeastern corner: 36.15°N, -79°E. Any help would be greatly appreciated.

I have, but when trying it out, I get the error message "Unrecognized function or variable 'borders'."
