If you are trying to find a "cracked" version of MATLAB, a "patch" that will allow you to run it without buying a license, then that would be illegal in most countries that MATLAB is sold in.

you mean every one used matlab must buy license from mathwork.com only to be legal,if I buy matlab from my country, or others countries this is illegal
There is no Student Version of R2013b.
Mathworks has distributors in some countries, and sells the Student Version at bookstores in some universities.
You cannot legally buy a "used" version of MATLAB (unless the laws of your country override that term of standard licenses), and there are no legal "free" versions of MATLAB.

The legal provisions apply to all versions of MATLAB.
MATLAB can be obtained as a trial version from Mathworks or an authorized distributor. MATLAB can be purchased from Mathworks or an authorized distributor (Mathworks also sells the Student Version through Amazon, but beware that there are other vendors on Amazon who appear to be selling unauthorized versions.) A very old version of MATLAB, version 4.3 I think it was, was also on CD with a published book... Prentice-Hall I think was the publisher.
In all cases, the license key needs to be obtained from Mathworks as far as I know.

Contact the Mathworks for all installation issues. They give free telephone support, even for student versions.
