The only kind of license that I can think of that expires is one of the varieties of Student Edition. The usual remedy for that is that the student buys a new Student Edition license.
A license for Matlab 2010a or 2010b would not work with Matlab 7.0 (Release 14). In order to have a chance of using the license, you would have to install the same Matlab 2010 release your institute licensed.
Whether you will be able to use the institute license will depend on the exact kind of license it is (and, of course, the cooperation of the institute). As best I recall, Mathworks does not license basic MATLAB with respect to specific platforms, but some licenses are locked to a single "node" (computer) rather than to the user or institution.

In university settings Mathworks sells Total Academic Headcount (TAH) licenses. In my experience these expire yearly (although maybe the university can negotiate longer terms). There tends to be a lot of grey area about what past versions the TAH licenses encompass.

I hadn't encountered TAH mentioned before, but the summary you provided makes logical sense.
