2 main functions for each conversion direction:
function [E, N, C, K, S, P] = LatLongToStatePlane(lat, lon, ICODE)
function [lat, lon, C, K, S, P] = StatePlaneToLatLong(E, N, ICODE)
suitable for each US American State
lat, lon: geographic coordinates; E, N: projection coordinates; ICODE denotes the NAD83 Code
additional parameters: C: Convergence, K: Scale Factor, S: State Plane No., P: Projection Type
