Quality Index based on Local Variance (QILV)
QILV calculates a complementary method to assess image quality. It is based on the comparison of the local
variance distribution between an image and a Golden Standard. The index is
suited to better assess the non-stationarity of images, therefore
it explicitly focuses on the image structure.
