InSPIRE utility to remove zero padding

This program allows users to remove zero padding by deesired number (called offset) of layers of z

zero padding allows image processing to occur at the edges of the 3D image because many image processing filters take into account the values stored
in a neighborhood of voxels around the voxel being evaluated. Then the zeros could be removed by this program for further processing
