A function to easily create and select figures

This function is a replacement for `figure`.

It either creates or selects a figure with the string name specified:
fig('myplot');

Rather than a window title of "Figure 4", "myplot" will be displayed. (E.g., in the Windows taskbar.)

No more having to deal with figure numbers!
