how to make the wind turbine rotate at 22.5 rpm

Can anyone explaine me please why I can't make the Generator and the Turbine rotate at the base rotational speed (22.5 rpm). the Parameters are at the table below. I tried to change the value of the load but it didn't help. Changing the viscous damping and static friction wasn't succesful either.
