fractional order PID controller optimization

Hello,
am trying to implement the following system attached, however, the step response is starting from 1 instead of zero, anyone knows how to know why ?

You can double click on the step block and change the paramters like Step Time, Initial Value and Final Value as per your requirements. You may refer to this documentation for more details on these.
