How to generate a nearly symmetric matrix?

How to generate in Matlab a nearly symmetric Toeplitz matrix ?I just know how to construct symmetric or nonsymmetric,
but I do not know how to generate nearly symmetric.

This is the defintion:
A nearly-symmetric matrix is defined as a matrix in which the overwhelming majority of its elements are symmetric about its diagonal.
For example:
[3 2 4; 2 6 2; 4 1 3]
This is 3 by 3 matrix. I want to generate 1000 by 1000 and nearly symmetric Toeplitz matrix.

The given 3x3 matrix is symmetric matrix.
It is almost symmetric.

Just generate first a symettric matrix then perturb a "the overwhelming minority" of elements.
Whatever that definnition means.
