finite difference scheme on 2-d poisson

hello I want to implement forth order finite difference scheme on 2-d poisson equation on rectangle that all sides have different function of x and y. I found the matrix but I can't define rhs with this boundary conditions. Can anyone guide me how to do that? Thank you
