What to do if guassian distribution value is equal to zero

I have to implement Joint Probabilistic Data Association Filter, but when I apply Guassian distribution, it gave me zero values. What should I do to make it non-zero?
Here's the output, I am getting:
Kindly guide me how do I proceed.
