Initialization of user defined governor systems in phasor simulations.

Consider the hydraulic turbine governor block. The block parameters have the initial conditions section which takes the initial settings generated form the machine initialization tool. As such the simulations begins from steady state. However, if I create a different governor structure, how do I initialize it so that I can still start from steady - state?
