How to segment a thin smoke/fog/spray (specter of the smoke/fog/spray is confused with the background.)

Using convolutive neural networks such as I can segment a fine smoke / fog / spray, being so thin that the smoke / fog / spray spectrum blends into the background, making it impossible to mark the pixels with or smokeless. In other words, there is no labeled data set.
