What does this refers to?

What does this symbol refers to? How it will be implemented? L(i,j), be an image.

The double bars mean the norm. If L(i,j) is "an image", this norm is not uniquely defined and the meaning should be explained anywhere in the surrounding text.

That is the norm. It is implemented in MATLAB with norm()
Without additional information, it is not clear which norm represents, i.e. the 2-norm, the 1-norm etc.
