Bus constant not read during linearization?

All,

I'd appreciate some insight as to why all three initial conditions returned into 'x0' do not read '3' for the attached code snippet. This is a simplified example of larger system but I've narrowed it down to the external integrator initial condition not being correct when I pass it from a bus constant.

I don't understand why...
