what parameters in GA and BPSO i can do changes to improve it performance?

i want to optimize electricity cost so e.g. mutation,selection,crossover,population size,mutation rate,crossover rate,velocity,position or what else are the parameters and how to change/modify these to get better performance and optimized values of cost,please comments with code examples.thanks
