Regarding the plant creation in simulink.

How to create the general plant or custom plant to connect the ouputs from neural network predictive controller??

In what format is your plant model? there are state space representation, transfer function representation or good old fashioned writing the equation.

I have the set of inputs consists of 1000 rows data (live datas) and output consists of 1000 row datas. By using these input I trained my neural network predictive controller. So now based on these data how to create a plant ?

So you only have input output data and you want to fit a model to it. You can use the system identification toolbox or if you know the structure of your plant, parametrize the model and solve it using any optimization algorithm. Things also depend if the plant is linear or nonlinear. Here is a good read for you since it seems like you are not familiar with the topic.
