design 2D filter (spatio-temporal)

Hello, i am working on a subject that needs a design for a 2D filters. In my case i work on the spatio-temporal domain. The limits of my filter is the number of spatial coeffcients that should not pass the 15 coefficients. i need help, i don't know how to do it. thanks in advance
